“What infuriated me was the sluggish response. The civil defence drive solely arrived this morning, three days after [the floods worsened] and are solely now placing collectively the nuts and bolts of their boats whereas persons are dying within the space,” a civilian rescuer informed information outlet the South China Morning Publish (SCMP).
